This photograph caused a stir in Regina when it was discovered nameless in a Time Capsule which had been sealed in the building for 100 years. Coverage on national television and the Huffington Post soon led to his identification by a descendant.

Franklin Joseph Robinson came from Ontario to Saskatchewan as a surveyor. He eventually became Public Works Minister of the province, responsible for supervising construction of the great building. He died in 1917 at 47.
